Join us for the next Java Talk on Tuesday, September 13th! Captain Jim Borgen, FDL County Sheriff’s Office Jail Administrator, and School Resource Deputy Tyler Tikkanen will discuss programs and initiatives in Fond du Lac County which address the mental health needs and overall wellness of youth and adults involved in the justice system. This includes partnerships with community wrap-around services after release, a focus on improving coping skills of youth in secure detention, and efforts to address suicidality and anger management. They will also provide information about the Anti-Crime Education (A.C.E.) program.

Speaker Bios:

School Resource Deputy Tyler Tikkanen began his law enforcement career in 2010 as a patrol officer the Village of Plainfield and City of Wautoma. Since then Deputy Tikkanen has been a Wisconsin State Patrol Trooper and Patrol Officer for the Village of North Fond du Lac. From 2015 to 2021 Deputy Tikkanen worked for the City of Fond du Lac Police Department. After reaching the rank of Lieutenant Deputy Tikkanen left the City to join the Sheriff’s Office as a Patrol Deputy.

Deputy Tikkanen is a Field Training Officer and an instructor certified to teach Defense and Arrest Tactics, Firearms, Professional Communications, Emergency Vehicle Operation and Control, and Vehicle Contacts. Deputy Tikkanen is also a member of the Sheriff’s Office Honor Guard.

Deputy Tikkanen is a graduate of Pioneer Westfield High School. He also earned an Associate Degree in Criminal Justice from Mid-State Technical College in Wisconsin Rapids. Deputy Tikkanen is also a graduate of the National Command and Staff College.

 

Captain Jim Borgen started his career with the Fond du Lac County Sheriff’s Office in July of 2002 as a correctional officer. In August of 2003, he was promoted to patrol deputy and served in that capacity until December of 2012 when he was promoted to Patrol Sergeant, supervising both second and third shift deputies. On July of 2014, Borgen was promoted to Patrol Lieutenant and was assigned to third shift as the commander. Borgen served in this capacity until August of 2016 when he was promoted to Assistant Jail Administrator. In January of 2019 Borgen was appointed Captain/Jail Administrator under Sheriff Ryan Waldschmidt.

Captain Borgen has served on numerous special teams and special assignments with the Fond du Lac County Sheriff’s Office. He started with the SWAT Team as a tactical operator in 2004. In 2013, Borgen was appointed to Assistant SWAT Team Commander and in August of 2016, Borgen was appointed to the SWAT Team Commander position where he attended additional training in tactical command, leadership and management. He retired from the SWAT Team after his promotion to Captain. Captain Borgen also served as the coordinator of the Fond du Lac County Sheriff’s Honor Guard Team. Captain Borgen has been a certified Emergency Vehicle Operation instructor and was previously in charge of the Sheriff’s Office training program. Borgen currently serves on the Fond du Lac County Child Abduction Response Team. Captain Borgen earned an associate degree in Police Science from Fox Valley Technical College. Captain Borgen is a graduate of Leadership Fond du Lac and participated in the Sophia Foundation Leadership Learning Circle. He also completed FEMA’s Emergency Management Institute Integrated Emergency Management course in Emmitsburg, MD and Captain Borgen is a graduate of the 280th FBI National Academy in Quantico, VA.
